Is it the bank's decision to allow less cash on deposits when a customer deposits a nationally known business paycheck, or are there Federal Regulations regarding less cash?

Whether a bank permits its customers to use a "less cash" or "cash back" entry on a deposit ticket to obtain cash from deposited checks as part of the deposit transaction is strictly a matter of bank policy. Some banks do not permit the use of "less cash" entries, and require that checks be deposited in full and a separate check on the account be cashed (or a withdrawal order competed) for any cash request from the customer. Other banks will permit cash-back transactions for personal accounts, but not for business accounts. There are no federal rules about this.
