Joint Account Means Joint Debts

Can I be on a joint account with my mother if I owe money at another bank?

Untitled

Yes, you can. Your mother should not be concerned as long as you keep up your payments on the other bank's loan, but if you default on that loan and the other bank takes legal action and learns of the account, it could obtain an attachment on the funds in the account.
