My Responsiblity to Inform Bank of Error?

I withdrew $1,000 from my checking account four weeks ago, and it hasn't been taken from my account. Can the bank charge me interest, and by law, is it my responsiblity to go back to the bank and make them aware of it?

The bottom line is that if the bank made an error, it will be found at some point and they will take the money from you. Call it to their attention so that they can research it in advance. Do not remove the funds from your account.
