Whether a bank in the U.S. will cash a foreign check is a matter of that bank's policy. Some banks are more comfortable dealing with international checks than others; all banks have at least minimal identification requirements for their check cashing. However, most banks don't cash checks that are not drawn on themselves except for their own depositors. It is very likely that any bank that would honor such a request would impose a fee.
