Refused Withdrawal: Legal?

Last week I left my checkbook and ATM card at home but had my driver’s license with me. I went by the local branch of my bank thinking that I could withdraw funds with just my driver’s license. However the teller wouldn’t allow me to withdraw any money. It was the bank’s policy that I needed to have either a check or my card.

I have never overdrawn my account and there wasn’t a hold on the funds. Is it legal for the bank to deny me access to my funds?

Your bank appears to have a policy designed to protect its customers from a form of ID theft or theft. You weren't barred from accessing your funds; your access was delayed until you could retrieve the needed checkbook or ATM card.

There was nothing illegal about the policy. You were inconvenienced, since you evidently were not aware of their practice, but the apparent goal was to protect you from having funds stolen. Just file the incident away as knowledge for the future.
