If a check does not have the fraction in the upper right hand corner is it always fraudulent?
No. First, you may find that old form of routing number at a different location on the check. There's nothing magic about the upper right corner location.
Secondly, the number isn't needed unless the encoded routing number along the bottom of the check isn't legible and can't be read by automated equipment. When the old-style fractional routing number conflicts with the encoded routing number (ask your banker whether the numbers agree or not), the odds that the check is fraudulent increase.
