Third Party Cashier's Check?

Can a person have a cashier's check made out to him, endorse it and then make payable to someone else?

Untitled

Yes, that is permitted. However, you should be aware that some banks are reluctant to accept checks that have been endorsed to their customers by the initial check payee, except for certain business accounts. Anyone considering taking a check from its payee with an endorsement should first find out if there will be any problem depositing such a check with his/her bank.
