Probably not, because a certified check is generally drawn against a bank's internal "Certified Checks" account, and such an account would not be something you could access. If you are the issuer of a check that has been certified, you should be able to call the bank to find out if the check has been paid. Just be certain to inform the bank representative that the check was certified, so he or she doesn't waste time looking in records of your account.
