Payor says 'For Deposit Only': Legal?

I received a check from a payor in which he endorsed it "For deposit only". Can he do this?

It's legal for a check to include a requirement that it not be negotiated except as a deposit to the account of the payee. Putting "for deposit only" above the endorsement area on the check is one way of imposing such a requirement.
