Dealing with Checks Still Dated 2008

I work for a treasurer in a municipality. Recently, our bank has decided not to accept checks that are still being incorrectly dated with the year 2008. Many of our taxpayers are still sending in checks this way to pay their taxes/water bills, etc. The bank is kicking them back, no exceptions, if they are so dated and now, even if they have been corrected by the taxpayer before mailing. All checks received are imprinted on the back with the bill number, amount and date received. Is the bank being way too picky about the year? Is there a simple, sane, cost effective solution to this?


The bank knows that the banks on which those checks are drawn have the option to refuse payment on the checks if they are more than six months old. However, it's unusual for a bank to review checks for dates, and the likelihood that a check would be bounced for a date inaccuracy is pretty small. Surely the bank knows that the municipality is good for the money if any of those checks were to bounce.
