Are there any laws that prohibit a bank from disclosing whether there are funds available on a check? I know there is no guarantee and they can only advise availability at that moment.
There are laws and regulations that limit a bank's ability to provide more than simple confirmation of the information provided on the check (account number, name, etc.), and a simple yes or no to the question of whether there are currently sufficient available funds in the account to pay it. There are no laws or regulations that require a bank to respond to check verification requests unless the check is actually presented for payment.
