My husband's parents live in England. They sent us a check in English pounds. Where can we cash this? Our bank is a savings and loan and do not do this.

If their answer is negative, you may be able to contact a bank such as HSBC with UK connections that would be able to work with you. Failing that approach, you might have to send the check back to your in-laws explaining that you aren't able to cash it.
