Depositing with Only a Routing Number

Can a bank deposit a check with just the routing number? We recently deposited a check with just a routing number and the bank returned this as missing MICR line. Can they reject this item prior to submitting to the maker's financial institution?

The depositary bank can refuse to accept any check for deposit. It's possible that the check was presented to the paying bank, and that bank was unable to identify an account from which to pay it.
