The number you have included in your question appears to be a sequence number assigned to the processing of the check, by one of the banks or the Federal Reserve Bank handling it. When checks were all handled in their original form, the first bank accepting the check for encashment or deposit would place its nine-digit identification number on the back, with arrows pointing to it:

Most checks today are converted to image format for electronic processing, and tracer information isn't found on the check image, but accompanies the image. The Treasury Department would have to have the Federal Reserve System trace where the check was first processed by a bank.
