My fiance received a check from the IRS and the post office ripped it. The amount of the check is all that's ripped. He has a letter stating the amount, but the routing number and everything else is on the check. Can he still cash it at his bank?
The check is no good in the condition you have described. Your fiance will have to take the remnants of the check to an IRS office and request that it be replaced.
