Tax Refund Check Came, but I Can't Deposit or Cash

My account has been closed by the bank without them notifying me first. Then they sent a cashier's check to me. Then I got my tax refund check. The IRS informed me that they sent it because they could no longer deposit it to my account.

I tried to deposit those checks in my country (outside the United States), but I am unable to deposit them due to the banks' policies. I thought I would send my check to my friend in the States, but her bank will no longer take third party checks. I had called the IRS office and was told that as long as I endorsed the check to someone, that person could withdraw the money. What should I do?

Look for a bank local to you that can cash your checks, even if it means sending them for collection. We are not aware of the services different banks in different countries offer, but it may be difficult to have a friend in the US cash the check for you. Even if they have your ID, it is a transaction about which banks are skeptical. If you don't know a banker here you can talk to and request this, your local bank would be the first recommendation.
