If you are referring to direct deposited IRS refunds of overpaid taxes, the bank is not entitled to hold the funds at all. Assuming that the bank has received the funds and the information needed to post it to the depositor's account on a given business day, the funds should be available for withdrawal on that day, or the next business day, if received late in the day.
