Insurance Check Bounces but They Do Nothing

I deposited a refund check I received from my insurance company, and my bank returned a legal copy of it to me with the note "refer to maker". I called them and they said they returned it due to insufficient funds in my insurance company's account, and that I should contact them using my bank statement as proof that the check was returned. I called them and they sent me a letter saying that the money was debited from their account, as proof that the check was cashed. I asked them if they would call the bank that issued their check, and they said that the letter is all they could do. I called the issuing bank and of course they won't give me any information. Looks like none of them will do anything else for me. What should I do at this point? Is there anything else I can request from any of them, or is there any government institution where I can file a complaint?

Tell a bank officer in the Operations area that the insurance company has indicated the item paid. They should see if they are out of balance in some account as the funds are in an account somewhere. Also ask the insurance company for proof that the item paid. Tell them you have not yet received benefit of the check.

After these two calls have been made, ask each for the contact number or website of their primary regulator. If they do not offer final assistance with your problem, contact the regulator of each immediately and explain what has happened.
