I stopped payment on a check for work done on my house. I wrote it because the guy was acting strangely. He cashed it at a checking cashing place the same day I stopped payment. They are coming after me instead of him. Is this legal? Should I pay it to keep myself out of collections, as they said?

A stop payment only works to prevent a check from posting to your account. It does not wipe out your obligation to pay it. The check cashing business gave your contractor cash for the check, not knowing that you had stopped payment. They are out the money, and they have a legal right to collect either from you or from the payee. They knew where to find you, so they came after you first.
You are obligated to pay the check cashing company, or they can start legal action to get their money. If you feel that you have paid the contractor too much, you'll have to take it up with him.
