I wrote a check to a floor contractor (a company) for a down payment. He cashed it at a check cashing service and never did the work. Is there any fraud involved?

Any time that a contractor, or someone claiming to represent a contractor, takes money as a down payment for work and fails to complete the agreed-upon work, fraud may be the reason. Contact your local police and provide them with details of the company and the individual to whom you gave the check. It's possible that the company itself is legitimate and that you were defrauded by a dishonest representative. It's also possible that the entire matter is a scam.
