'Payable to Cash' - Good Idea?

Who can cash a check that is payable to cash? Could I write a check to someone payable to cash?

A check payable to cash is payable to whomever holds it. Anyone could theoretically negotiate it, and no endorsement would be required by the law, although a bank might insist on an endorsement as a condition of accepting it for deposit or to cash it.
