When a check comes back to me stamped "Refer to Maker", does that mean my bank rejected it or the customer's bank?

If a check comes back to you marked in that way, it was rejected by the bank that it is drawn on, not your bank, unless your account also happens to be there. The drawee bank, sometimes called the paying bank, is suggesting that you contact the issuer of the check to find out why the bank would not pay it.
