I received a copy of my check from my bank and on the back was a 10 digit number (presumed bank account) followed by: CREDITED WITH ACCOUNT OF WITHIN NAMED PAYEE LACK OF ENDORSEMENT GUARANTEED ...BANK? Is this legal?

Yes, it is legal. The law allows a bank to accept a check for deposit without an endorsement and credit it to an account in the name of the payee. Adding the wording you've quoted (actually, the phrase probably read, "credited to account of within named payee ...") isn't legally required to complete the transaction, but many banks do. If the payee of your check complains of non-payment, you will be protected (your bank can tell you how), but unless you hear such a complaint, you can assume that your payee received payment, as you intended.
