On a disputed account, if I write "paid in full" on the check and the party involved cashes it, does that mean the account is settled?


Not necessarily, the requirements under the Uniform Commercial Code governing "accord and satisfaction" are complex. Your check with its prominent "paid in full" legend may be effective, or not. The payee, for example, could cancel any effect by simply sending you its own check to reverse the payment, even if you refuse to accept the reimbursement.
