What is included in the Privacy Law?

When I write someone a check, and as part of the processing, the bank records the account number on the back, is this a release of the personal information and a breach of the privacy law? I now have the payee's personal information as to their bank, branch and account number.

These numbers are required to process the items. It is not a breach of privacy. If there is a desire to not have that information shared, a check should not be used for payment.
