Is a photo-copy of a legal check legal to use in payment of a bill?
If you mean can you make a photo-copy and use it, no. The numbers coded at the bottom will not be in magnetic ink; you won't have a sequential order of items, and there would be issues about the authenticity without a signature. Banks do convert checks to images to process them faster, but that is a separate issue under Check 21 requirements.
