If I send a cashier's check to someone in a different state for an item, can I have the bank freeze that check until I get my item?

No. The bank has no choice but to honor the check when it's presented for payment. When you send cashier's or certified checks through the mail to pay for a purchase, you really need to know with whom you are dealing.
