Bank Uses Snailmail - Not Electronic Transfer: Why?

I made an online credit card payment accidently to a closed Visa account. I contacted the bank and requested they post it to the current Visa account, and was advised the money had been removed from my checking account, and that they would have to send me a snailmail check. Why can't they do an electronic transfer?
