Can a collection agency freeze my checking account, and/or a jointly held CD, for money owed to the Treasury?

The answer will depend on the law under which you owe the funds. If, for example, you owe income taxes, the IRS can levy against funds in your checking account or any other account that you own, individually or jointly with someone else, if you are not cooperative in its attempts to resolve the matter. Some retirement savings accounts may be exempt.
