Without your consent, yes. Generally, and this depends on state laws, the collector would have gone to court and received a default judgment. Then, to recover amounts the court has agreed are owed to them, certain of your assets may be seized. This includes bank accounts.
Make payment arrangements with those you owe, so that they know when you will be making an acceptable payment amount to them. With such payment arrangements, this type of collection activity isn't necessary.
