In what circumstances, if any, can the bank that holds my mortgage do a hard inquiry of my credit report if I haven't applied for any line of credit? This same lender erroneously reported me as having filed chapter 7 bankruptcy. What recourse do I have?

Because you have a business relationship with them, they can access your report for any business purpose. They can't access your file to offer you a new product, but they can if they are reviewing your account status or attempting to locate you, for example.
If they reported the bankruptcy, this could have been a typo or a systems error and the result was the bankruptcy report. Perhaps their systems report simply added a digit in a field that caused the erroneous report. In either case, you may follow up with the credit bureau itself and ask them to verify the information entered, or inquiries. You are also free to enter an explanation on your own file as to problems. Again, this is done with the bureau itself.
