I have a check from a person who has a bank account with a bank to whom I owe money. I need to cash the check, and I don't have a bank account with them anymore. It's a personal check and I need to pay rent within one day. If they take the whole check, I will be out on the street. Is there a way I can talk to the bank and work out a payment plan to where they can't take the whole thing, and I can still get some funds from the check?

If you go to the bank on which the check is drawn and explain your situation, they may well be agreeable to take a partial payment when the check is cashed, and agree to future payments. You won't know until you ask.
If you deposit the check in your own account at a separate bank, you may not get immediate credit, but the other bank wouldn't be able to take any of your funds or make payment arrangements, so you aren't completely ducking your obligation. Certainly, it will depend on the debt you owe them and the arrangements you attempt to make.
