Checks payable to the estate of a deceased individual can be negotiated by the personal representative of the estate, which would be the executor or administrator. If there is no estate for administration, your state may have laws allowing your mother to get a temporary appointment for the purpose of depositing the check. Check with the probate court to find out. If that fails, your mother can contact the issuer of the check, explain the circumstances, and ask for a replacement check made payable to her.
