If one person dies can the other person on the account still access the account to pay bills?

Yes, that is almost always the case. That's because in most cases the account will have been established so that the surviving co-owner(s) assume ownership of the account. If you have any reason to be concerned that your account is not set up that way, contact the bank and ask about it.
