My father lives with my stepmother. If he dies before her, does she own the house outright, or do my sisters and I own his part?

The answer will depend on whether the residence is owned jointly by your father and stepmother, or only by your father. If owned jointly, it will depend on whether the deed records the ownership as having a right of survivorship or not.
If your father owns the home on his own, it will become part of his estate and its disposition will depend on whether he has a valid Will that states who will get the house and/or state law. If he owns the account jointly with his wife, either she gets the house under a survivorship right, or she gets partial ownership and the estate gets the balance, to be handled by the probate process.
