Cashing Pre-signed Checks of the Deceased

Am I allowed to cash checks and/or pay bills with checks my mom signed from her personal checking account after she passed away?

No. Her signature on the blank checks is not valid after her death. She, or someone acting for her, would have to have made the payments prior to her death for the checks to be valid.
