Can an executor of a Will block a POD on an account?
In general, no; however, the states' laws on POD accounts are not completely uniform. Some may permit the estate to pursue recovery of some part of the POD account balance if the estate' assets don't cover its obligations. Of course, there is a time-honored saying that "anyone can sue anyone else for almost anything", and it's possible that an estate's executor could bring suit to access funds that were tagged as POD if the executor believed that the POD designation was coerced or fraudulent as applied to the account.
