Estate Administrator Unable to Perform Duties

My mother is administrator of her brother's estate (in Texas). The estate is still in probate, but my mother is now physically unable to perform her duties as administrator. Can the probate court appoint a new administrator, and will the bank allow the new administator access to the estate account?

Yes, the court can and will appoint a new administrator. Your mother or her attorney can file the required paperwork asking that she be permitted to resign. Once the new administrator is appointed, he or she should have unfettered access to accounts of the estate.
