Found Old Savings Account of Deceased

My uncle passed away several years ago and my cousin, his son, found a debit card with a savings account number, and bank statements. We called the bank recording, and it said that there is money in the account. How can he claim his father's money?

The money is owned by the estate of his father. There should be an executor who has the authority to close that account and distribute the funds according to the Will and state law.
