My daughter's great-grandmother recently died. She set up two CDs with my daughter (who is sixteen) as the POD. No one really knew this except me, my daughter, and her great grandmother. What would be the next step to make sure that my daughter actually gets this money?

Your daughter and you should go to the bank with a certified copy of her great-grandmother's Death Certificate and proof of her own identity. The bank may ask her to wait until the CDs mature before claiming them, but at minimum, the account addresses should be updated so that any maturity notice comes to your daughter.
