We received a check from my late father-in-law's insurance policy made out to my husband and his brother as administrators of their father's estate. Are they able to cash it, as it is not made payable to the estate?

You may find a bank that will cash it, but when a check is payable to the administrator of an estate, it's payable to the estate or to the administrator in that capacity, not to the individual whose name appears on the check.
It sounds like splitting hairs, and it is, but the check should be deposited to an account of the estate.
