I am wondering if I am able to get a credit card with a cosigner, since I am under 18? I live in BC, Canada.

That will depend on the federal and provincial laws in British Columbia that determine whether a minor can enter into a binding contract for a credit card and whether, if a minor repudiates the contract, the cosigner would remain liable to the creditor. Of course, it would also depend on a creditor's willingness to extend credit under such circumstances. It would be difficult to find a U.S. credit card issuer willing to extend credit under similar circumstances.
