Certainly. The lender may be concerned about your citizenship and place of residency, as that will influence their ability to contact you.
Put together a short proposal and send it to several banks in the area. For this we might recommend a larger bank, but that recommendation is not exclusive. The fact that you are not a U.S. citizen does not kill the loan.
