Some banks refuse to open accounts for non-resident aliens. Others are more liberal in their views. You, or your friend, should contact area banks to ask whether an account could be opened. When you get a "Yes" from a bank, find out what identification documents the bank requires to open an account.
Your friend should be honest with the bank about her immigration status. That will help the bank know whether they can accommodate her and what ID documents she is most likely to be able to produce.
