I am looking for the equivlant to Reg E for Business Accounts ?

I am disputing 5 transactions that occured on my partners Debit Card and my Bank is not handling it to my satisfaction. I am familiar with Reg E and how it applies to Consumers, I am looking for something similar for Business Accounts, to see what my rights are...

As you noted the consumer protections under Reg E do not apply to a business account. You should should have a separate agreement with your bank that defines who has what responsibilities each party has. This can vary by bank, and by whether or not it is a Visa or MasterCard branded card. Those last two may have their own rules that apply with the banks.
