If the POA was given specific rights on the POA document to be able to do this, then the answer is yes. Make sure your documents on file are complete and up-to-date!
I've no idea what "usance lc" is or if your fingers were on the wrong keys. If this isn't a question about US banks, we'll have a tough time helping you though.

I HAVE A QUESTION SAY IF I WAS THE POA FOR MY AUNT AND SHE DONT BANK WITH ANYONE AND NEITHER DO I WHAT IS THE POLICY FOR ME GETTING HER CHECKED CASHED....ALSO THE CHECK WAS RETURNEED FOR REASONING BEING IT WAS DEPOSITED INTO AN ACCOUNT WITCH THE ACCOUNT MEMEBER WAS NOT LISTED... DUE TO THE NEW LAW PPASSED 6 YEARS AGO YOU GET ISSUED A REPLACEMENT CHECK INSTEAD OF THE ORIGANAL CHECK WHAT CAN I DO?

can a power of attorney remove money from her mother's savings account to pay for the mother's funeral expenses or does the mother have to sign something in order for this to be done, mother's health declining? This is in North Carolinaf
I don't believe most banks would open a new account for a person by POA. Laws require banks to know who their customer is nowadays and and unknown person with a POA opening a new account has a huge amount of risk. The bank would have to get comfortable with this situation and that would be hard with all the unknowns.
