recently I went into a banl to change a $50 dollar bill into smaller demonitations they wouldn't do it unless I had a account is this legal? I thought money was legal tender please advise

It is, but you were not offering it in payment of a debt. Banks may decide by policy on the services offered to noncustomers.

Think of it this way, by providing free services for noncustomers, customers would then have to wait in longer lines. Paying customers don't want to do that.

So as was noted, you have legal tender, but you wanted a free service that didn't include the bank's business.

that means they can become a private instiution refusing the general public, unless they have an account can't get change of a fifty dollar bill this is unbelieveable that banks can refuse the general public unless they are a member of that institution

Banks are private institutions. Just as you choose which bank you want, banks can choose customers, and many are refused.

But many banks are not private institutions, but they are run by government itself or they are undertake by government. It is up to you what is your personal choice while choosing a bank. private or undertakings.

US banks that the common consumer uses are private institutions, Bank of America, Wells Fargo, the commonly named but otherwise not associated First National Banks, etc. All can refuse your account and your request to transact business.

I assume you mean the Chinese Yuan, but not being certain, why not google exchange rates or x-rates and you will get a number of websites reporting on the exchange rates for currency.
