Are banks offering the savings part of the Health Savings Accounts yet? I'm having a hard time finding information. Can someone explain this to me. I have a high deductible insurance plan and want to invest the deductible portion in the bank.

Yes, many banks are offering HSA accounts. But, because of the expense involved in creating the program many banks have made a decision not to offer the product. If you are comfortable doing banking over the intranet, there is that option also.

We have a customer who has opened up a HSA; he has a family plan. We offer our customers a HSA checking account with a debit card. Can his wife be a HSA non-tax authorized signer on the account so that she can access the funds through her own visa checkcard?

Unless the IRS has ruled on this in the last year or so - you will find no specific guidance. You may want to visit with your legal counsel before you allow this. If you get into a marital dispute and one spouse drains the other spouse's HSA, I can see where you may end up having some issues.
