I can only speculate, but if the funds are legally owed, and they now have control, they would be deemed negligent to release them so you can negotiate a settlement. If it is owed and they have it, its likely gone IMHO.

When you signed your bank disclosures at account opening, you probably agreed to this fee just like you agreed to all other possible bank fees. Talk to your bank to see if they would consider a refund.

It isn't a refund, this person, as I read it, had money they were going to bargain with, and that money was taken to pay child support. This was no bank fee. The bank is following a legal order.

I believe SSI is exempt in some cases, but not necessarily all. You can try to contact the SSA and ask or speak with an attorney.
