I'm trying to figure out if certain aspects of the FCRA apply to Innovis.

Does anyone know if Innovis credit reports are used for anything but prescreened offers?

My understanding is that Innovis does not provide credit reports to third parties but rather produces/cleans-up lists of consumers for third parties who make pre-approved offers to consumers. I'm trying to determine if they also provide credit reports to third parties.

Check out:
http://www.innovis.com/customer_assistance.htm

One of the things they say on that page is:
"To request a copy of your credit report we ask that you make your request in writing."

That would lead me to believe they DO maintain credit reports.

On
they say, "CBC Companies has been providing consumer credit information through its credit bureau organization for over 50 years. As an affiliate of CBC Companies, Innovis will continue to develop unique tools for credit decisioning and risk management."

The only way to offer tools for credit decisioning is to offer credit reports. Either that or to do what Fair Isaac does and make algorithms for resale.
Since I've never heard of Innovis-derived algorithms, I suspect they are very much a credit reporting agency.

Yes, I am aware of their web site. They do maintain credit reports on consumers and have to disclose those records to consumers pursuant to the FCRA. My question, though, is whether they provide those credit reports to third parties who then use the report to make a financial decision or do they merely produce lists of consumers who meet certain criteria based on the information in their credit files.

The best source to find the answer to you question is the company itself. Their web site lists a phone number.Have you considered calling and asking them your question?

As suggested, you need to discuss your question with the firm itself, along with assessing what information you obtain from them and for what purpose, comparing that to the rules under FCRA. If they are passing on credit bureau info, they too are very likely a credit bureau. CBC is owned by the same firm (or owns Innovis) and is certainly a consumer credit bureau. Evaluate what information is obtained and provided by them against the definition of a consumer reporting agency in FCRA.

And discuss it with them directly.
